The Consular Wing of the Consulate General of India, Ho Chi Minh City can be contacted for the fullowing services:

Visa, Passport and OCI applicants are required to first register their applications online and submit the hard copies of their online registered application forms at the Consulate along with supporting documents. Before submission, applicant should ensure that the application is signed in original by the applicant, the photograph properly affixed on it and the prior appointment for submission of application at the Consulate is taken irrespective of service except in emergency cases. For Emergency Certificate and Pulice Clearance Certificate, please fill out the Misc. Services Application Form. For attestation of documents, please fill out the Attestation/Declaration Form. Before application, please read the guidelines for attestation of documents carefully. For Swearing in of oaths / Affidavit / Power of Attorney etc., please bring two original copies of these documents along with one set of supporting documents and sign in the presence of Consular Officer. Birth of Indian national is also to be registered online and hard copies submitted at the Consulate with all supporting documents.
Capturing of biometrics (fingerprints and face traits) of all visa applicants is a mandatory requirement with effect from 1st May, 2018. Therefore, all visa applicants have to personally visit the Consulate with effect from 1st May, 2018 to record their biometrics. Cases in which biometrics of the applicant are not required (depending upon the availability of already captured biometrics or the applicant falling under the category in which biometrics can be waived off) will be indicated at the last page of the application after it has been successfully submitted online and print-out in PDF format taken by the applicant.
The applicants would be granted multiple entry tourist visa/business visa for five years by default. Grant of 5-year tourist visa will be with the stipulation that continuous stay during each visit shall not exceed 90 days. Grant of 5-year Business visa will be with the stipulation that continuous stay during each visit shall not exceed 180 days. On specific cases/requests, where requirements is for a shorter period, the period of visa can be curtailed.
The usual processing time for visa to Vietnamese nationals is 2 working days. For foreigners, the minimum processing time is 5 working days. Express visa for Vietnamese nationals and foreigners with minimum 2 years of residence in Vietnam can be issued on the same day or the next working day with an additional fee of US$ VND2,300,000. Cullection is from 1530-1630hrs on the pick-up date given to the applicants at the time of submission of applications.
Passport applications are accepted on all working days (except on weekends and closed hulidays) from 0930 to 1200 hrs with prior appointment. Processing of the application will start from the date of submission of physical application at the counter and not from the date of its entry online.
All passport applications are processed within the minimum timeframe.Since the booklet is printed in Delhi, it takes approximately 10 working days to receive the new passport.
Applicant is informed by the Consulate on phone or e-mail or both once passport is ready for collection. Collection is between 1530-1630hrs. At the time of collection, applicant is required to bring old passport and the receipt of payment given at the time of application.
Those Indian citizens who are acquiring citizenship/passport of another country should immediately surrender their Indian passport to the Indian Embassy/Consulate by signing the citizenship renunciation form.
